Shannon Dwyer, Esq. serves as General Counsel for St. Joseph Health System,
dba St. Joseph Health (SJH). Ms. Dwyer brings 25 years in Catholic health
care experience to her role as General Counsel and provides leadership
to the Legal Department, as well as counsel to St. Joseph Health, its
ministries, the Board of Trustees and executive management on a broad
range of matters, including transactions, corporate governance, complex
contracts, medical staff peer review, licensing & accreditation, and
state and federal regulatory compliance.
Prior to joining the Legal Department in 1998 as Corporate Counsel, Ms.
Dwyer served as in-house counsel for a national physician practice management
company for several years, specializing in the management of anesthesia
group practices. In that role, Shannon expanded her knowledge and expertise
in the practice of health care law, with emphasis on physician group mergers
and acquisitions, medical group governance, peer review and physician
well-being, employment issues, informed consent and medical staff matters.
Prior to becoming an attorney, Ms. Dwyer served as the Assistant Director
of Health Information Services at Bon Secours-St. Joseph Hospital for
One of Ms. Dwyer's most personal and proudest achievements occurred
more than 10 years ago with the founding of the Family Advocates Program,
a medical-legal collaborative designed to improve the health of low-income
patients by addressing legal issues that may have an adverse impact on
the health and well-being of clients served. Family Advocates provides
a range of free legal services to hundreds of patients annually from La
Amistad and St. Joseph Health. The program was established in partnership
with the Public Law Center and Ms. Dwyer continues to be active in a leadership
role with this program today.
Ms. Dwyer graduated from California Western School of Law in San Diego.
She also holds a Masters Degree in Health Care Administration from Southeastern
University in Fort Lauderdale, Florida, and a Bachelor of Arts degree
in Political Science from Syracuse University, Syracuse, New York. She
is a member of the California State Bar, the American Health Lawyers Association,
American Bar Association/Health Law Division, the California Society for
Health care Attorneys and the Association of Corporate Counsel.
